The amount of hazardous wastes transported by vehicles has increased a lot since the totality of generation and usage of the hazardous wastes kept increasing with the rapid development of the manufacture in China. The transfer of hazardous waste becomes the weakest node of the whole process of hazardous waste management, because transportation accidents are more easily happened due to the increasingly complex road conditions.MIS,GIS,GPS and wireless communication technology can be used together on the real-time and visual management of related resources, real-time monitoring and scheduling for hazardous waste transport vehicles and the emergency rescue support platform. The advanced integrated technology has become the hot research topic to meet these needs.Based on the analysis of the developments of hazardous waste transfer in China and other countries, a Silverlight design scheme of building the real-time monitoring system of hazardous waste transport vehicles is proposed in this paper to meet the requirement of the whole process management of hazardous waste, which is shown as follows:1. The design objectives and design principles of the real-time monitoring system of hazardous waste transport vehicles are given, the framework of the system and the design of function modules are described in detail, the software and hardware platforms are built in this paper. Besides, the key technologies in the process of system developing are introduced.2. The database design, the communication gateway, the interface of data exchange and the implementation of key function modules such as real-time monitoring are described in detail in this paper.Prototype system were deployed in the South China University of Technology (Monitoring Centre) and the Guangzhou Municipal Solid Waste Management Center (Key user point), two years of test operation results show that the real-time monitoring and visual management of hazardous waste transport vehicles can be realized, the weak links in the whole process management of hazardous waste can be effectively strengthened, and the safety accidents of hazardous waste transport can be reduced. The system has the characters of richer interface elements, enhanced user experience, better user-friendliness and user-interactive by adopting the development tool of Silverlight.
