With the rapid development of science and technology, the rapid increase of enterprises, the enterprises which generate hazardous waste are also increasing. Hazardous waste refers to those which is in the national hazardous waste list or which is identified as according to the provisions of the national standards and methods. There are many kinds of hazardous wastes, so the enterprises which generate hazardous waste are many. If the hazardous wastes are not properly handled and managed, the damage will result in risks and consequences which are long, difficult to recover. Due to the lack of hardware facilities and the relevant enterprises take no account of hazardous waste in initial phase, the non-standard discharge has caused serious pollution and damage to the environment. Environmental problems is urgent. Along with the whole society gradually profound understanding for hazardous waste management, hazardous waste management and disposal has been attached importance to by governments at all levels, scientific research units and enterprises. Hazardous waste management nomalization, standardization, scientific demand is increasing.According to the research of the system status and the system demand, the dynamic management system of hazardous waste in Urumqi uses B/S architecture, MVC design model, hibernate, struts and other technologies in the design process. Server SQL 2014 is used in the system database.Urumqi hazardous waste management system core module contists of the waste unit management needs analysis module, disposal unit management needs analysis module, environmental protection agency management needs analysis module, transport unit management needs analysis module. The waste unit management needs analysis module includes reporting registration, online transfer, daily supervision, data query, statistical analysis, enterprise information management and system settings module. Disposal unit management demand analysis module includes the Internet, business ledger, the daily supervision, data query, statistics, the secondary transfer, enterprise information management, and system settings modules. Environmental Protection Bureau management demand analysis module includes declaration management, linked list management, qualification examination, business ledger, grading of supervision, supervision and inspection, statistical analysis, user management, and enterprise management module. Transportation unit management needs analysis module includes online transfer, data query, statistical analysis, enterprise information management, system settings module.After the operation of the dynamic management system of hazardous waste in Urumqi, the hazardous waste generated by the enterprises is managed scientific, standardizedly and nomalizedly. The system can promote the local economic development, and in the meanwhile, it can protect the local ecological environment effectively and help realize the harmonious development of ecology and economy.
