The reform and opening up promotes the development of Chinese economy and information technology, as well as the diversification of society. At the same time, Chinese citizens’ democratic consciousness and the desire of self-expression are getting stronger. Relying on microblog and other new media, citizen journalism has a far-reaching influence at aggregating public opinions, promoting democracy, cultivating citizen spirit and defending citizens’ rights. Deliberative democracy which fits the Chinese conditions raises concerns for emphasizing extensive participation and rational negotiation.This paper is composed of three parts. The first part is introduction, which introduces the background, existing research, innovation, research methods and the framework of this paper. The second part includes four chapters. The second chapter reviews the related concepts and practical forms of citizen journalism and deliberative democracy. The third chapter discusses the complex relationship between citizen journalism and consultative democracy. The fourth chapter analyzes the significance of microblog to citizen journalism and the contribution to deliberative democracy. The fifth chapter reviews the whole process of microblog citizen journalism and deliberative democracy in the process of "Haze Governance" democratic consultation, and explains the role of microblog citizen journalism in promoting deliberative democracy. The third part is the sixth chapter, which summarizes the disadvantages of citizen journalism and attempted to propose solutions.
