With the emergence and development of computers and other related technologies, automatic office system which is based on computer and uses a range of modern hardware and software is applied by Enterprises and institutions. This automatic system is referred to as Office Automation System (OA). Office automation system can collect a wide-range of information, sort, process, storage and use of information rapidly. Using the system, Internal staff can share information quickly and easily and work together efficiently. OA takes place of the complex and inefficient manual office methods and services for the scientific management and decision-making, so as to achieve the purpose of improving the administrative efficiency.Now, with the development and applications of network information technology, digital office system (most of office operations realized in the network environment) is being introduced into the daily work of enterprises and government. It gradually becomes a basic platform for enterprises and government. Therefore, the research on the digital office systems gradually becomes a hot topic of computer and network information technology. This paper focuses on the document flow system in the digital office systems, analysis of the development of technology and the basic structure of the document flow system, and achieves a universal automated document flow system based on the MVC pattern useing of the most popular development technology. The system uses Java technology, the B/S system structure, the MVC structure model and Struts framework technology.It mainly contains the following several advantages. Firstly, it has powerful data processing functionality and stability, advantages in large-scale data processing and security and a relatively strong flexibility simultaneously. Secondly, it reduces the degree of coupling between the module and the module effectively to improve the maintainability and reusability of code. Thirdly, it improves the portability of the software, reduces the cost of software maintenance and development costs, improves network performance, shortens the development cycle, and improves the productivity of software developers. The same time, the system is produced in the common background, meeting the basic needs of the vast majority of businesses and companies’document flow. It has better versatility than the customized document flow system on the market.
