Investigation And Analysis On The Transferring System Of "Story Home" In Henan Province

Central and regional areas are to conduct the change in batches. Henan Journal of Enterprise restructuring began in September2011.Non-political reform newspaper publishing unit has four goals mission first, the program is completed in stages in accordance with the norms of non-political newspapers and publishing units into enterprises making it able to bear the legal responsibility to social market players.The second is the integration of publishing resources, cultivating a group of people working in the same direction, with strong abilities and determination to bring the business to greater levels heights to become a competitive media and publishing company. Thirdly, to form a group of people who are specialized, sophisticated and special in the new modern newspaper publishing company. Fourth to establish strict newspaper publishing market access mechanism and a sound market exit mechanism. To close any group that does not meet the conditions for market access does not have the qualifications and illegal publishing of newspapers reducing severe losses, for the newspaper publishing unitIn this paper, the first batch of39non-political newspapers into enterprises directory taking《故事家》as a case study. The enterprise carried out several visits to the actual investigation site and collated first hand information《故事家》is a journal for Henan and the content of the journals were interesting, entertaining and was being loved by ordinary people. The content was close to the lives of contemporary social life and have a wider range of content-based audience and influence.Meanwhile, as one of the early founders of the journal in Henan Province,《故事家》had experienced various stages of development from the founding date. It underwent its own course of development in Henan Province as well as non-political development of a miniature journal. Throughout the reform process,《故事家》implemented a series of specific measures including establishing market players, integration of resources and changing business strategy。 The whole restructuring process lasted nearly a year, during which, they encountered various problems. Firstly, the guidance document was issued late, and with time constraints, the company still had to undergo reforms but at the same time, still needed to determine the direction of the company. After the guidance document was issued, the company set up limited liability companies under the premise of its established market players, in order to promote the integration of resources. Secondly, from the financial support of the business capital and the tight integration of assets, the company made urgent changes. They readjusted their business strategy and focused on their most competitive part of the market, improving the standard of the journals, thereby enhancing the competitiveness of the enterprises. Finally,, the most difficult problem of the enterprise restructuring process-personnel issues. For personnel issues, in accordance with the principles of the "older workers have their own way of doing things, newer workers have their own measures" and make proper convergence placements and treatment. Standards of treatment before restructuring retired early retirees will remain unchanged. For older employees a one-time financial compensation will be given to those who voluntary retire. All new employees will also need to sign a contract as well as a labor law contract and pay social insurance.After the restructuring process, the magazine became limited liability company, completing its restructuring transition. The magazine also hopes this will help in the development of other enterprises in Henan Province.
