| Our Chinese citizens’right of discourse has conspicuous progress after years of development, however, it still has many problems. With the further reform in our country, social conflicts are becoming intensified during the period of social transformation, social pressure is increasing, however, the mass media are unable to solve those many problems. Civil discourse is in urgent need of finding a new breakthrough. The advent of micro-blog just caters to the needs. After experiencing the explosive growth in its initial time, micro-blog has entered a relatively stable stage. Micro-blog not only meets the general people’information and social needs but also evolved into a popular public space. The communication threshold is lowered by the special technical and communicational characteristics. The existence of the micro-blog discourse field assumes certain public functions, vulnerable groups realize their own interests by self empowerment in that public discourse space, micro-blog discourse field has made an unique contribution in improving the discourse discrimination, the carnival culture-fashioned in the micro-blog enriches the political discourse, it alleviates the poverty of the political discourse, it also helps to realize the dialogue between the government and the general public. Micro-blog has made a unique contribution to Chinese citizen’s right of discourse.However, because of the complexity of our society, which may have negative impacts on civil discourse, political and cultural factors can not be neglected when we investigate the impact of micro-blog on our Chinese citizens’right of discourse. Affected by the complexity of our society, a variety of factors has made a cut weak on the function of micro-blog in safeguarding our Chinese citizen’s right of discourse. Political and business interests limit the spread of the discourse, discourse abuse does harm to the society, which also weakened the public function of micro-blog discourse field. As a new technology, micro-blog refines the information differentiation, aggravates the inequality in using the technology, and makes the differentiation between "first world" and "the fourth world" more subtle. However, we should not deny micro-blog for these reasons. We should hold an objective attitude to the impact of this new technology, and be tolerant to the micro-blogging discourse field. The development of the new technology needs the understanding of the world, micro-blog discourse field remains to be further perfected in order to realize the citizen voice preferably. It is impossible to completely realize Chinese citizen’s right of discourse just depends on the technology, it needs various efforts.This paper attempts to use Communication Studies, Political Science, sociology knowledge, to use public discourse field theory, empowerment theory, carnival theory, group polarization theory to analyze the reasons why micro-blog could have an impact on our Chinese citizens right of discourse and what impacts it has. By exploring these questions, this article tries to answer a question:how to realize Chinese citizen’s right of discourse? This paper argues that micro-blog plays a real part in our Chinese people’s daily life. And the benefits outweigh the disadvantages. The reasons why micro-blog can play an important role in our Chinese citizen’s right of discourse are complicated, in the process of development of micro-blog that we should hold a tolerant attitude. The power of technology is huge, but it can not take the place of institutional change, the realization of citizen voice need the support of economy, institution, culture and other aspects. |
