Discourse right is the right of citizens to express opinions and propose their suggestions. With the arrival of the era of Micro-blog and the broaden of the communication channels for college students, which provides a good material basis of the realization of the college students’ discourse right. College students, as with the most characteristics of the age group, their discourse right having the new change and presenting new features. Be categorized in terms of their level of implementation, discourse right is divided into three levels. In the discourse right based on the assumption of the three levels, the author explores the realization of dilemma of the discourse right of contemporary college students, and then put forward measures to solve these problems and countermeasures. This new perspective provides a reference for college students’healthy growth and the harmonious atmosphere.The full text is divided into three parts. The first part is about the theoretical innovation, aims at defining the concept of Discourse and Discourse right and trying to a new way of thinking to re-interpreted the Discourse right. First of all, the author clearly defined the Discourse and Discourse power, and from the historical evolution of Antonio gramsci, Michel Foucault, Karl Marx and others’concepts, serves as a summary of the modern connotation of the voice. Secondly, from the concept of the Discourse right, the author summarized out the five main characteristics of the discourse right. On that basis the realization of the Discourse right will be divided into three stages. Thirdly, according to the above theory, the author puts forward "three levels" hypothesis of the realization of the discourse right. From this presumption, the writer clearly reveals the inner structure, mutual relations and the main influence factors of "three levels" hypothesis. Therefore, the first part formed a relatively complete demonstration system.The second part, is the emphasis of the full text, the author combined with the current generation of the characteristics and the above "three level" theory, this paper analyses the change of the discourse right of the public in the era of micro-blogging. The process of analysising the current situation of the college students’discourse right has led us to the discovery that, the author from the university raw internal demand and motivation aspects, analyzes college students’exercise the right of the deep reason. At the same time, starting from the behavior, group characteristics, psychological state, social consciousness of the college students, the author analyzes the realization dilemmas and primary contradiction of college student’discourse right in the era of micro blogging, based on which, pointed the reality of the realization of college students’discourse right. The third part is part of the full paper puts forward the specific countermeasures. Based on the second part, the author put forward specific ideas and solutions from three aspects. The author trying to build a perfect system, which can not only improve the enthusiasm of college students to participate in the national democratic political life but also improve the impact of college students’topic and speech.
