| Soviet proletariat journalism developed about100years since the foundation of"Iskra" and formed a kind of media system which is completely different from theone of Western countries, which is characterized by a firm political stance, clear andhighly political function of administrative management system. After Stalin came topower, he gradually emphasized and amplified the centralization factors of Lenin’snews theory. Simultaneously, by constructing a unified ideology, adjustmentappointments, taking pressure by means of censorship in the Soviet newsmanagement system, Soviet news management system ultimately became theStalinist News system. Under this news system, showing "same opinions"authoritarian tendencies, democracy has been ruthlessly trampled. The bias and lackof expression as well as the interests of the channel is not smooth also made thearisen of domestic conflicts in Soviet, prevails of dogmatism, and severely weakens ofsocial basis of the CPSU.In this paper, I try to get the lesson of the Soviet system of highly centralizationbased on the formation of historical review of the evolution process of Stalins newsmanagement system. The first chapter of the article aims to get a descriptivedefinition of management system and related concepts and also describes thetheoretical perspective of this paper state-society relations. The second chapterdescribes the background, process and influences of Stalin News managementsystem,。The third chapter analyzes the specific characteristics of Soviet NewsManagement System in theory, behavioral, structural aspects respectively from the"Structure and Action" paradigm angle.
