Nowadays, facing the day-by-day deepening globalization era which is full of change, as a nation whether in china or aboard dealing with sudden public events effectively and punctually, establishing on a scientific administrative system and effectively mechanism accords with the national conditions of our country. It is one of the important symbols to measure a nation's administrative management level and capacity level of party administration. The chairman Hu clearly pointed out"we should insist on the principle of Party character, and firmly hold true public opinion direction",he also stressed"combining the Party's views with the wish of the people, the people's will, insisting on combining true public opinion to direct with enlightened social conditions". He stressed the importance of guidance of public opinions, he issued that"if we guide public opinion correctly, it is benefits to the Party,the country and the people, if we guide public opinion wrongly,it will be harmful to the Party,the country and the civilian."Based on the inspection of the Chairman Hu's speech in People's Daily,this has been fully demonstrated that it is the highlight and nervous time to reinforce the construction of capacity of guide public opinion under the new circumstances.Essentially, studying the construction of capability to the leading of public opinion under the emergency vision and the construction of party capacity of administration should keep theory congruous integrality with practice.
