Chinese Internet Public Opinion Development Fifteen Years (1998-2013)

The so-called network supervision of public opinion, is refers to the network participation main body using the right which the law have entrusts to in order to exercise democratic supervisory authority activities of the State power Institution, the social affairs and the government workers. Popularly speaking, this means the Internet users through the network medium, such as the email, the forum, the news thread, micro-blog and other ways to express their own views and the opinions to the public affairs which exist in the real life, then exchange and spread in the network platform, form the network public opinion, and urge these events through the network public opinion strength to be solved, thus all counteracts to the society in legal and the moral behavior can be restricted. Along with the Internet technology in our country’s swift and violent development,Chinese Internet users quantity increases unceasingly, the network has more and more influence on people’s daily life. In next section of times, the network media function will even more not be neglected. Along with the enhancement of Internet users education level and authority consciousness awakening, the network public opinion forms gradually and active day by day, the network supervision of public opinion as a kind of new supervision of public opinion way, is playing the more and more vital role in aspects like promoting modern democratic process. Under this background, this article mainly study on our country’s networksupervision of public opinion history. The main contents of the article is divided into five chapters, after a brief introduction of the significance of this topic, the literature review, the research mentality and the methods, the research innovations and the difficulties, specifically discussed the following issues: the history of the development of China’s network supervision of public opinion. This article reviewed our country network supervision of public opinion development course by the historical viewpoint, by arranging cases initiated “the yellow ribbon movement” through1998Indonesian riot to the Zhigang Sun case, to the Weng’an incident, arrived “entrapment event” in Shanghai，those cases reappear our country network supervision of public opinion development process. Our network supervision of public opinion history altogether experienced until now for about15years, this article narrated approximately through the history from1998to2013, through the concrete analysis of each time and its classical cases of network public opinion, analyzed its main characteristic, as well as this time’s main surveillance way, and government’s related policies, laws and regulations, finally, summarized the revelations of the development of a network of public opinion in these fifteen years.By carding our country’s network supervision of public opinion history, this article try to achieve “states the past can connect the whole era, knows the history can clear the future road”, aiming at eliminating undesirable tendency during the developing process exists and making it develop towards the standardized direction.
