Electronic communication technology such as network communication technology, industrial control, remote monitoring, wireless communication technology and automation technology, develops rapidly these years. Lots of intelligent instruments with a serial of communication interfaces are using in the factories. The wireless communication technology are becoming more and more stable and comprehensive, and it is possible to use wireless communications and widely internet technology for monitoring field, realizing instrumentation and other data upload. Which can control network integration ,enterprise information network, and thus can be achieved within a wide range of remote monitoring and information sharing, and improve the automation of factories, equipment operation and maintenance personnel in the control room to keep abreast of the operation of field devices situation, reducing labor costs and improve economic efficiency.In the remote monitoring system, system administrators can monitor the operation of remote meter with the data analysis center, intelligent. They can also make all kinds of control instructions and realize the remote meter data query, search, settings, and other remote operations.This paper describes the overall program planning, the system design, the hardware circuit design, the choice of device and circuit parameters required to determine the various devices. Data collection for the current flow meter is guided by MODBUS protocol, using virtual serial port technology, the conduct of detailed studies of serial communication driver design and testing platforms in PC, Simulation of field instrument sends data packets to center for analysis and research in order to achieve a variety of data format conversion and store it in a fixed format to the database. Based on the flow monitoring system for the most common system management functions, it is possible to select the appropriate hardware and software development platform and select the appropriate database management software considering the functional requirements analysis and design, structural analysis and design of database systems, the concept of establishing a database and data model, design database table structure and stored procedures. Used in software programming B/S structure, the contents of the flow management system architecture analysis and design, to determine the need for comprehensive management of content, functional classification, and each sub-module for three-tier program in order to achieve their specific functions.
