This paper is described how to develop a security and practical strong militia personnel management system. The system can be used in Management department for the daily management of the militia, reduce personnel and cadres from the heavy workload for the militia units, and improve management efficiency of militia, and standardize militia information management. It also could minimize the work of gathering the data, while ensuring security.Firstly, we discuss present situation of China's management of the militia, and analyze the necessity of developing management system for the militia in this paper. Then according to special circumstances in the militia management, we analyze the system requirement in detail based the practical needs of the Armed Forces Departments. The system uses B/S structure as the basis for system architecture, and uses ASP.NET as the development mode. We adopt Visual Studio. NET 2008 as development tools, and uses SQL Server 2005 to manage the back-end database. The system can achieve data entry, maintenance / editing, query and other functions. The system also have some special features for militia management, such as military training, political education, program plans for the militia. This system can run on the popular windows operating system platform, and which uses IIS (Internet Information Services) as a method for publishing Web.According to the actual situation in Xinjian County, we design and implement a militia information system based on B/S structure, which is strong extensible and maintainable, which is reliable and stable running, which provides a strong security access mechanism and a certain degree of ease of use, and which greatly improves the efficiency of militia unit.
