Nowadays, the problem of traffic safety is one of the major concerns in the field of road traffic, which should be solved in time. The reason why there exists "Blind areas", referring to the places where traffic accidents happen frequently, is that the roads are designed unreasonably, the facilities remaining to be improved, accident-prevention measures being not sufficient. "Blind areas monitoring system" aims to prevent accidents by developed technology and scientific management. This thesis focuses on the study of "Blind area monitoring system" as the author believes that it is of great significance to Chinese traffic situation in the aspects of reducing the number of traffic accidents and improving the efficiency of traffic management.This thesis has made a detailed requirements analysis of information sharing and requirements of different departments of the police. The need of the expertise department which includes its system structure, function, information processing and releasing etc. has been well analyzed. The shared information of applied system and "Blind area monitoring system" is also taken into consideration so as to exchange information. Besides, the applied system can work in different situations so it can be utilized in other systems.This thesis fully explains the features of "Blind area monitoring system" and its problems. It illustrates the ways to design the structure, required software, function. It also proposes the idea of a systematic inquiring system and analyzes how to design and how it works. ORACLE 9.2 DATABASE and J2EE help to realize the whole system. The thesis is composed of 6 chapters. The first part introduces the background of "Blind area monitoring system". A thorough need analysis has been made in the second part. The third and fourth part have introduced how to design the system and database. The fifth part makes an emphasis on how to realize the system and how effectively it works. Finally, conclusions are given.
