In recent years, with the growth of national power, the rapid development of society and the progress of national economy, the importance of video monitoring system is more and more obvious in the areas of social security, traffic management,security checking, electricity power, banking and military. Application of video monitoring has been expanded to various aspects of production and living. Although those devices have been installed in many public places, but they are often simply recording the video images, the information has not been analyzed. So, there is the need of manual intervention actually, the usage performance depends more on the operators.And it is generally used for evidence fixing afterwards. The all time, all weather monitoring has not been exerted thoroughly. In order to real-time tracking, intelligent analysis, identify the precise monitoring object, abnormal real-time warning, providing support for the relevant agencies, departments and rapid decision-making, timely disposal, intelligent video image processing is very important. The intelligent analysis of video images refers to the video images processing and analysis using computer vision technology. And it is also represent the technology of location, identification and tracking when the video image changes without the need for human intervention. And based on it, the target behaviors are analyzed and judged. When abnormal behavior or condition occurs, forecasting will be given, in order to minimize the missing warnings,and to assist disposal personnel to resolve the crisis.In this paper, the research background, the related technology and theory as well as the public security industry demand was studied. The structure of software and hardware system and the route planning realization technology were planned and designed on the top-level. In the second development, based on the original Huzhou traffic video monitoring system, according to the network architecture of internet of things, cloud computing and data processing technology, as well as the standard of DB33 cross-domain video surveillance technology, the various video monitoring resources were integrated, and the public security video information sharing platform were establised, whose topology structure was dual network and dual platform, to ensure the safty of the video information exchange. The monitoring center system used the JavaEE framework to develop the application and the Mysql data storage. Policeactual combat application function such as the suspect vehicle intelligent analysis, video database, video vehicle control, basic operation, basic application of traffic monitoring system and GIS geographic information application etc were added into the system on the basis of the original, which can present concise and efficient processing results of intelligent video analysis information to the front-line police, and can play a great role in the public security agencies to fight against crime, public security, as well as traffic management and control.
