In global warming, changes of the weather has influenced on people more and more. TV weather forecast has been gotten attention from many fields and has been an important mean of public service in disaster-reduction and disaster-defense by meteorological department. Mean while playing important role in getting significant social benefit in weather forecast program on TV, further influence of advertising within weather forecasters program has become one main support of sustainable development of economic powerhouses for meteorological department. Along with the development of computer and network technology, the computer has been widely used increasingly and made progress in many fields. Due to the particularity of the meteorological video advertising, administration of meteorological video advertisements is relatively backward, and also in relatively primitive state. Today for the promotion of scientific management, Man's original management has been far from the meteorological video advertising business, so it's in need of a scientific, full-functions meteorological information management system to realize it standardized and technologized , so as to improve management level of meteorological video advertising business, to adapt to the needs of future managementIn this thesis,with analyzing present meteorological video advertisement business of Jilin Province, it has put forward requirements of the meteorological video information management system and its module design mode, and studied the database needed and its developing technology, and introduced the design of meteorological video information management and the realization process, set forth in highlights the system database structure, also given an analyses in detail for the main modules in depth.
