Office automation is the advanced science and technology, such as the applied computer technology, communication technology, science of general systems, behavioral science and so on. It helps people to deal with their partial office service by a variety of office equipment, which makes a human-computer information system with the staff to serve one thing. A lot of office operation is to deal with some documents. Focused on electronic document management, this paper designs a set of file management system for E-government combining with the campus network development of Zhejiang Police College.The document talked about in my paper mainly refers to the electronic official document defined as the document with the statutory effectiveness and official norms that for the exercise of official authority, the implementation of management, national institutions and other community organizations in activities make in the digital equipment and environment. Stored in the tape, disk, CD-ROM and other carriers in digital form and depending on computers and other digital devices to be read and dealed with, it can transmit on the internet. The document is also known as file after filed. Thus the document management system manages the document under this definition.My Paper discusses the process of the design and implementation of the document management systems by Java and JSP. Through the overall analysis of design requirement, people design structured Web application according to characteristics of Java and developed that in the document management system combining with Java's middleware Weblogic 8.1. Using the Microsoft SQL Server 2000 as the database server, the system also needs the functions of a JSP container and a database connection pool to provide efficient database connectivity at the run-time.Based on the floating and the access of electronic document or electronic file transfer, the design of document management system takes the database management system as the most important to realize ultimately these functions such as the user login, document management, archive management, departmental management, query and loan management, system logs and information management, etc. The realization of these features further reflects the office automation system required to improve efficiency, to reduce transmission, to save paper and to enable confidentiality.
