Flood control measures including engineering measures and non-structural measures. Continuous strengthening and improvement of the construction of flood and drought-resistant engineering system when a long-term task, require the Government to continue to invest. This article is to strengthen the non-engineering measures as the main focus, emphasizing science and technology for flood control and can greatly avoid blindness and significantly reduce loss, we recommend a full set of flood systems, using modern high-tech xiaoqing basin flood prevention work, provides complete, specifications, viable technology. According to studies of the actual need for flood control, application of computer technology, the information management systems, geographic information systems (GIS), Internet technology and other contemporary organic combination of new technologies, design a xiaoqinghe automatic measuring, flood forecasting, flood control, decision-making, and so the whole process of computer management module, on all types of flood control and information science orderly management, for flood control and command decision to provide the full range of services, effective implementation of the flood and manpower and resources of science dispatching. This article is to strengthen the non-engineering measures as the main focus, emphasizing GIS in flood control and support system, on the basis of flood prevention work according to the studies of actual needs, will the information management systems, geographic information systems (GIS), Internet technology and other contemporary organic combination of the latest technology, on the flood xiaoqing decision support system for flood control and research; emphasize science and technology can greatly avoid blindness and minimize losses, set up a complete set of flood systems, using modern high-tech, as xiaoqing basin flood prevention work provides complete, specifications, viable technology. Focus on the xiaoqinghe collection system of communications networking design, systems, components, systems and database table structure; flood forecasting system structure and flow, flood control, GIS data of the type and characteristics, as well as the construction of GIS data platform.
