Decision support system for flood control consultation is a long-distance, virtual system. With it decision maker can consult based on the information and scientific analysis and with no distant. It can reduce the costs and increase the efficiency of consultation. It has much meaning on the theory and practice for the Yellow River Engineering in the National Flood Control Decision Support System.This paper presented a virtual negotiation dynamic model — NI dynamic model for flood control. The application of the model in the flood control consultation activities was detailed analyzed. This paper presented three new methods for regulating the consistency of the judgment matrix, which were the geometric mean method for the building matrices, the system clustering analyze-based geometric mean with weight and its simplified arithmetic. The first method was to do geometric mean for the building matrices, and the last two were to cluster the building matrices on the consistency with clustering analyzing to them. Based on this and the rule of majority their weight coefficient was assigned. Then did geometric mean with weight for the building matrices and gained a consistent transformed matrix. This paper presented a new basic mode of the decision support centre (DSC) based on the decision consultation centre. And a framework on the DSC for FCC (FCC-DSC) was built. Then based on the framework and the course of the FCC, recounted the core role of the decision support team in the whole process of the decision support for the FCC.At last, the NI dynamic model was simulated in the simulation program. The result validated the flow of the NI dynamic model accords with the basic process of the traditional consultation activities. Aimed at the three methods for regulation, an example was used to explain the first method was invalid. The examples and the validity comparison validated the result of the last two use statistic methods and the traditional methods was consistent. The FCC-DSC integrated the consultation systems and the decision support systems for flood control of therivers organically. They attached importance to the effects of the decision support in the consultation process, and could provide strong support for the decision maker.
