Yellow River water resources development and management is a regional, cross-sectoral, cross-industry integrated systems engineering, integrated water heavy workload and complex. There are also some urgent issues need to be solved, on one hand, the conflicts between water supply and demand are serious, the zero flow occurred very often, and the demand of the whole river water regulation is urgent; on the other hand, the construction of hydrologic and water quality survey stations are not satisfied, there are backwardness in the hydrology forecasting and transmission technique, timeliness is bad, and the information and automatic level can not satisfied the unified water resources regulation. In addition, unified Yellow River water regulation is very busy and complex. To start with the urgent problem existed in the traditional water regulation and management, based on the"Digitial Yellow River"project, and applying the 3S, computer network and multimedia technology, and modren communication technology, the general framework of applying system construction was proposed based on the analysis of the water regulation information collection, transfer and management affairs. The core of the framework is water resouces management and regulation that proceeds in the water regulation center, and through four kinds of information collection system, four degrees communication and computer network trabsfer system, the applying system can realize the dision support to the second level water regulaiotn and management. According to the principle of giving prominence to the most important issues and implementation gradually, the sofeware framework combine with 3-level-client, server-browser, and server is proposed, and remote control software applying server flat based on the .NET will construct. Meanwhile, five levels remote control software system that combined with centralized control and local control, and easy to extend and maintenance will be developed. All of these are very significance to improve the Yellow River water regulation rapid action ability, to enhance the scientific level of water regulation dision-making, realize the digital, informationization, and modernization, and to advance the Yellow River water regulation and management level to a new stage.
