The Yellow River is the main water source of northwest and north China, hick accounts for 2% of the total rivers' run off of the whole nation, shoulders 12% population and water-suppling duty of 15% irrigating area of the whole nation, and shoulders long-distance water transfer to some areas out of the basin. With the rapid development of economic society in the basin and related areas, the supply and demand contradiction of water resources has been increasingly pricking up. In 1999, the State Council authorized Yellow River Conservancy Commission to arty out the integrated management of water resources and integrated dispatching of water quantity of the Yellow River. Yellow River Conservancy Commission took the following measures: ministrative measure Lawful measure Technical easure, engineering measure and Economic measuresRemote Monitoring and Control System on the Sluice Gate along the Yellow River is an important means to supervise the execution of injunction for superintending current and to insure the Yellow River's free from standstill. Also, it is the important parts of and main technical means of construction for "Digital Yellow River" and construction for the Yellow River's Current Superintending Management System.The paper introduces firstly the concept of configuration, gives out the characteristics, background, development trend and main software. The paper gives out the component parts, basic functions, fundamental rules and system structure of the Remote Monitoring and Control System on the Sluice Gate along the Yellow River. Then the paper discusses the specific applications of configuration in the Control System. The Live Control System is the key and foundation of the whole system. The paper gives out the start-stop principle of the sluice gate, leads into the concept of locking for the first time, realizes the soft locking and locking circuit, designs the start-keep-stop circuit of PLC, and gives out the detailed designs of Ladder Diagram. After finishing configuration of high-end computers with the live control system, the paper gives out the detailed designs of control programs with high-end computers and the ladder diagram of PLC. The paper discusses the method to archive the process values and the detailed designs, real izes data share by using OPC technology. The paper discusses three kinds of network structure: single, based client, based on server, and gives out the NAD structure that is used the control system. On file requirement the paper compares two kinds of method:pointing to the global address or pointing to the site-local address. The paper gives out the five level structures of file access that is used in the Remote Monitoring and Control System on the Sluice Gate along the Yellow River.
