Recently,the development level of science&technology has played a more important role in the national comprehensive power.The foundation of the science development is the high-level scientific and technological talents,and in 21st Century,the competition of the high-level talents between the global developed nations and hi-tech zones has achieved the perfervid period.The number of the national level high-tech zones has reached 114,as the important platform of the hi-tech industry and the scientific research achievements,high-tech zones are leading the growing of the regional economy.In terms of the implementing of the "One Belt One Road" development strategy,the hi-tech zones is facing the second undertaking,therefore the industry reform and upgrading movement has caused the continuous rising the competition of the high-level talents.As the first batch of the national level hi-tech zones of China,Changzhou National Hi-tech District(CND)has now become the core area of the city,and also is the key growth pole of Changzhou.In recent years,CND has reached the significant results in the aspect of the high-level talent introduction,but is also facing more and more obviously problems which would be the bottleneck of the further development.Based on these facts,the theme of this paper determined to "The research on the influencing factors and development strategies of the high tech Zone of high-level scientific and technological talents introduction",the research object is focused on the "Changzhou National Hi-tech District",and make further discussion.The following is the main research content:The First Chapter is the introduction.Including:the significant importance of public administration promoting the high-level technical personnel team in the construction management area,under the situation of globalization of science and technology;literature review at home and abroad to introduce high-level scientific and technological talents;main study and research methods of this paper.The Second Chapter is the related concepts,theoretical basis and experience.Clarifying the concepts,features and effects of high-level scientific and technological talents;the high-tech zone development and talent demands;the theories of human incentive,fluxion and capital;experiences about high-level scientific and technological talents introducion of the Shenzhen public administrative departments.The Third Chapter is the factors and problems analysis of Changzhou National Hi-tech District to introduce high-level technical talents.Including:the current practice and main results of the high-level talents introducion in CND;the design of questionnaire survey,data of samples and processing methods;technological personnel satisfaction evaluation,factors and problems analysis in CND.The fourth chapter is the development strategies and suggestions in the talents introduction aspect of the Changzhou National Hi-tech District.Clarifying the influencing factors of introducing high-level scientific and technological talents,basic principles,main tasks,supporting measures and suggestions.The fifth chapter is the conclusion.Mainly clarfying three completions through systematic research,at the same time pointing out three directions for the future research.
