"National long-term education reform and development program(2010-2020)," stressed: "The focus is to promote educational equity and support the balanced development of compulsory education of disadvantaged groups. Educational resources should be distributed reasonably to rural areas, remote and poor areas and ethnic regions in order to speed up closing the education gap". "We should carry out the communication system of teachers and pricipals within counties".Because of the poor quality of teachers in rural compulsory schools in China, the improvement of the quality of education in rural areas is seriously affected. Therefore, it is necessary to implement the teachers’ rotation policy in compulsory education schools between the urban and rural areas to distribute the teachers reasonably.A county in north Jiangsu province has changed its policies for several times during the implementation, and taken some effective measures to promote the exchange of teachers in urban and rural areas within the region, and yielded good results. Through ten years’efforts, the teachers’ rotation policy has achieved substantive results, but it also has the following problems:education administrative department’s selective execution leads to policy damage; schools’ alternative implementation hurts the policy effect; annulus hillock teachers’utilitarian execution leads to bad effect of policy.The main reasons for these problems probably are:The local government’s dual role of interest; the low social esteem of the regulators; conflicts of interests among different identities; a single instrument of the policy implementation.To promote the effective development of teachers’ rotation policy within counties, we should take the following actions:1. To construct the effective policy system to guarantee the implementment of teachers’ rotation policy; 2. To improve the execution system of teachers’ rotation policy; 3. To encourage the other stakeholders to involve in teachers’ rotation policy,4. To use the policy instruments more flexibly.
