At present,compulsory education has entered a critical period of balanced development,the balanced allocation of teachers is the key to further promote the balanced development of compulsory education.Although compulsory education teachers have achieved some results,However,there are still problems such as differences in the allocation of teacher resources among schools,and obstacles to teacher mobility,these problems have become the bottlenecks in promoting the balanced development of compulsory education."Job Rotation" policy in compulsory education teacher team is a reform of teacher management in compulsory education.It is proposed to perfect the teacher management system,optimize the allocation of teachers,stimulate the vitality of compulsory education teachers,and realize the balanced development of compulsory education in the region.The implementation of the "Job Rotation" policy for education teachers has important practical significance in promoting teacher exchanges and allocating teacher resources.Due to various factors in the implementation process of the "Job Rotation" policy,policy distortions have occurred,which has become a bottleneck in the balanced allocation of compulsory education resources.Therefore,it is of great significance and value to deeply study the distortion phenomenon of the "country-managed school employment" policy of compulsory education teachers,analyze its causes,and propose corresponding evasion strategies.This study selected the implementation of the "Job Rotation" policy for compulsory education teachers in Wuhan,Huangshi,Huanggang,Jingzhou,and Xiangyang in Hubei Province.Comprehensively use questionnaire survey methods,interview methods and literature methods to study the implementation of the "Job Rotation" policy for compulsory education teachers.Comprehensively and thoroughly study the distortion phenomenon in the implementation of the "Job Rotation" policy of compulsory education teachers.The distortion of the policy of "Job Rotation" in the compulsory education teachers' team by combining the methods of questionnaire surveys and interviews,and the related theories of distortion of education policies onthe basis of document review,Summarize its performance into four aspects,namely,the surface of policy implementation,the defect of policy implementation,the substitution of policy implementation and the deviation of policy implementation.The reasons for the distortion of the "Job Rotation" policy of the compulsory education teacher team by combining the content of the interview and the questionnaire.This study divides the causes of distortion into three levels.The first is the problem of the policy itself,including problems such as incomplete systems,unspecific measures,and lack of policy development procedures,The second is the issue of the execution subject,including conflicts of interest between the execution subjects,blocked communications,and differences in goals,Finally,there are problems with the policy monitoring and evaluation mechanism,including the absence of a monitoring and evaluation mechanism and the absence of a professional monitoring and evaluation institution.Corresponding evasion strategies based on the distortion performance and the attribution of policy distortions from the three aspects of policy formulation,the responsibility of the implementing agency,and the improvement of the monitoring and evaluation agency,It is hoped to provide a certain reference for the promotion of the "Job Rotation" policy for compulsory education teachers.
