Primary and secondary education is enforceable,and enforceable education is a public good that must be guaranteed by the state.With the rapid development of China's economy and society,whether quality education is fair and balanced has gradually become the people's greatest concern for their livelihood.President Xi Jinping has placed education balance in a prominent position.Striving to enable every child to have a impartial and high quality education is the basic goal and task of China's education reform and development in the new era,especially basic education.In order to dig deeper into the problems in the implementation of the exchange for compulsory education school teachers,this paper selects District Y in Suzhou as the object of study.Based on an analysis of relevant literature at home and abroad,and combined with the Horn-Meter policy implementation system model,the current situation of the implementation of the policy for middle and primary school teachers in District Y is studied through the policy text analysis method,the Scientific interview method and the case study method.The study found that although the implementation of the teacher exchange and rotation policy in middle and primary schools in District Y had achieved certain results,more and more problems were gradually revealed,such as the policy implementation effect not reaching the expected goal,the phenomenon of selective implementation,the phenomenon of symbolic implementation and the neglect of the rotation teachers' willingness to exchange.Based on the actual research and the analysis of the Horn-Meter model,this paper puts forward four suggestions for the implementation of the policy of teacher exchange and rotation in primary and secondary schools in Y district of Suzhou: first of all,to improve the setting of policy objectives,systems and standards,and to coordinate the rotation system to achieve the policy objectives;secondly,to improve the allocation of policy resources,and to strengthen the allocation of financial and authoritative resources;thirdly,to enhance the implementation power of policy implementers,and to clarify the administrative-led authority and responsibility,and promote teacher empowerment;fourthly,improve the value orientation of policy implementers,re-establish the value orientation of implementers,attach importance to humanistic care and balance the interests of the three parties.Improving the issue of balanced quality of education in compulsory education will maintain motherland health,as well as enhance social development in the direction of fairness,justice and openness.
