In 2014,the Ministry of Education,the Ministry of Finance and other departments jointly issued the "Opinions on Promoting the Exchange and Rotation of Principals and Teachers of Compulsory Education Schools in Counties(Districts)",trying to achieve the goal of optimizing the allocation of educational resources in the region through teacher exchange.However,the problem of distortion of implementation in the implementation of the teacher exchange policy has reduced the effectiveness of policy implementation,which is not conducive to the achievement of policy goals,and sets obstacles to promoting educational equity in the region.In order to improve the effect of policy implementation and let the teacher exchange policy exert its due value,we need to conduct a specific inspection of the local implementation of the teacher exchange policy,make an in-depth exploration of the causes of execution distortion,and then propose corresponding governance strategies.This study uses the literature method,case investigation method,physical analysis method and interview method,and takes Y County as a case to collect relevant materials and data on the teacher exchange policy implementation.From the perspective of the principal-agent theory,this paper analyzes the distortions and internal reasons for the implementation of the teacher exchange policies in Y County,and then prevents the distortion of the teacher exchange policy.After three years of exploration,the scale of the teacher exchange in Y County has gradually expanded,and the exchange disciplines have gradually diversified.However,it is undeniable that the implementation of the teacher exchange policy in Y County also suffers from implementation distortions such as alternative execution,selective execution,and additional execution.The distortion of the teacher exchange policy implementation is the result of the game between stakeholders.Under the influences of the inconsistent objectives of the principal and the agent,the information asymmetry between the local education administration and the school,and the imperfect incentives,the distorted behavior of the teacher exchange policy in Y County has occurred.By exploring the reasons for the distortion in the implementation of the teacher exchange policy,we should start from the following aspects to effectively prevent local distortions in the implementation of policies.First,we need to improve information transparency,in order to solve the problem of information asymmetry between principal and agent.Second,we need to innovate supervision methods and increase the cost of agent rent-seeking.Third,we need to build a fair and reasonable incentive system to increase the income of agents when they seriously implement the teacher exchange policy.
