Teacher is the first resource of education development and the first factor of education quality.Since the founding of the People's Republic of China,the construction of Chinese teachers has been effective,but there are still some problems in the management mechanism of teachers.In order to eliminate many problems caused by the management of "school registration" of teachers,the Chinese government put forward the policy of "Job Rotation" in 2014,in an attempt to promote the management reform of "no school registration" of teachers.However,the study of policy implementation shows that effective policy implementation is the key factor determining the realization of policy objectives.In view of this,this study starts from the perspective of policy implementation,based on the empirical investigation of 10 counties(cities and districts)in S city of Guangdong province,and conducts a comprehensive discussion and research on the policy implementation of "Job Rotation" in S city from the perspective of policy ontology and environment,as well as the implementation behavior and results.At present,the policy of "Job Rotation" is still in the initial stage Just like "crossing the river by feeling the stones",and the policy experience is still immature.In this regard,as one of the second batch of reform demonstration zones,S city adheres to an attitude of bold innovation and conservative execution,tries its best to innovate and explore beneficial policy experience in combination with local actual conditions,and implements the policy smoothly.The results shosw that the policy of "Job Rotation" has produced positive effects on the construction of teacher team in S city,the contradiction between the supply and demand of teacher team and the discipline structure has been alleviated,the vigor of teacher team has been stimulated,and to some extent,it has promoted the high-quality development of education in S city.However,a new public policy needs to go through a certain period from formulation,promulgation,implementation to adjustment and improvement,and there are always some problems in the process of policy implementation.Influenced by the policy itself,policy environment and other factors,some deviations also occurred in the initial implementation of the "Job Rotation" policy in S city,and the expected intention of the national policy was not fully realized.The main conclusions of the empirical study are as follows:First,from the perspective of policy implementation,the contradiction between the supply and demand of teachers in S city has been significantly alleviated,and the balance of the number of teachers between urban and rural schools has been preliminarily achieved.The contradiction of the subject structure of the teachers team has been alleviated,and the subject specialties of the teachers team are more suitable,especially the teachers in music,gym and art.The teachers' vitality is stimulated,which alleviates the teachers' job burnrnout and improves their sense of competition.Moreover,the policy target group has a high overall satisfaction with the policy of "Job Rotation".Second,from the perspective of policy implementation,there is still an imbalance in the allocation of urban and rural teachers in S city after the implementation of the policy of "Job Rotation".The salary of temporary teachers has been increased,but it is still less than half of the salary of public teachers.The results are not enough and the calculation details of the assessment results are mysterious.Migrant teachers across urban and rural areas,schools and disciplines cannot fit into work well and are not very satisified with the policy.Thirdly,from the perspective of execution behavior,under the strong execution pressure,the policy executors of "Job Rotation" in S city adopt actions with the same goals and different strategies in the process of policy implementation,and construct the overall action logic of "conservative execution" that is shared by the policy executors and the target groups.Due to lack of proper interest compensation and incentive mechanism,policy target group produced a "counterforce":Teachers of S city reached a tacit understanding and consensus,the city is the business of the backbone teachers,the countryside is the business of aged and weaker teachers,and stay is active or conservative action selection of most teachers.Fourthly,from the perspective of the causes of policy implementation problems,there are certain defects and deficiencies in the text and environment of the policy of "Job Rotation" in S city.From the perspective of the policy text,the objectives of the policy text are ambiguous in priority,consistency and accuracy,and the policy means are unreasonable in assessment standards and flow rules.From the perspective of policy environment,the limited local financial capacity,the large geographical span between urban and rural areas,and emphasis on traditional culture that attaches importance to family restrict and influence the policy executors and policy target groups.However,the insufficient resource supply,the lack of a certain supervision mechanism and the imperfect supporting policies have directly restricted the implementation of the policy of "Job Rotation".To sum up,S city adopted a bold,innovative and conservative execution attitude to promote the implementation of the "Job Rotation" policy and ensure the procedural justice of the policy implementation as far as possible.From the perspective of the initial implementation,S city's implementation of the "Job Rotation" policy is undoubtedly successful.Although due to the lack of mature policy experience,influenced by multiple factors such as S city's local financial capacity and policy makers' policy literacy,its policy design has certain unreasonable aspects,resulting in certain deviation of policy implementation results.The reason is that the two conflicting policy objectives of the balance between establishment and quality are the important factors that lead to the deviation of policy implementation,and also the primary problem that must be solved in the future implementation.In view of this,this study puts forward corresponding policy suggestions from the following aspects:first,revise the relevant policy text,improve the relevant system design,and provide scientific,reasonable and clear policy objectives and means for policy implementers;Secondly,we should change the mode of policy implementation,improve the mechanism of interest expression,and involve teachers,principals,parents,experts and other stakeholders in the policy process.Thirdly,establish and improve the supervision mechanism,improve supporting policies,optimize the "Job Rotation" policy implementation environment;Fourthly,to construct the appropriate mechanism of interest coordination,achieve incentive compatibility,and ensure that the behavior of different actors pursuing individual interests is consistent with the goal of maximization of public interests.
