During the transitional period, population flow problem is one of the drastic changes which bought by modern development in China.With the rapid development of economy and the urbanization process of China, a lot of migrant rural labor force work in cities, and a large number of school-age children with parents leave the countryside to the city. As time goes on, the problem of their education especially the university entrance examination has become the focus of society. As a result of the current college entrance examination system is "household registration and school roll "mode, which makes children of migrant workers into a dilemma where they can not participate in college entrance examination in cities and can not adapt to the college entrance examination at home. People call more and more about let go beyond the university entrance examination. The call from society for college matriculation policy for migrant children also grows higher and higher.It is clear that justice is one of the ultimate value of human beings, and educational equality as the foundation of social justice, which is even the ideal that people have been pursuiting of for thousands of years. From Confucius to Tao Xingzhi, from Plato to Husen, people never cease the educational equality. Based on a comprehensive basis of Chinese and foreign distinguished masters’theories, the author constructs the equality of education system of his own, and summarizes four principles of educational equality:the principles of the right to education by protection, the principle of equal educational opportunities, the principle of procedural justice and substantive justice unified, compensation principle.Higher education belongs to quasi public goods, as the main provider of higher education, government undoubtedly has important responsibilities for fair in the field of higher education. From the beginning of 2008, the government has already started to pay attention to the college matriculation policy for migrant children, after four years of hard work, finally in 2012, the ice of university entrance exam began breaking. But thinking about the implementation of the college matriculation policy for migrant children, we find that the areas which have less external population did better, while some cities which have abundant education resources just like Beijing, Shanghai, Guangzhou, still did not take substantial measures in the college matriculation policy for migrant children. Beijing, Shanghai, Guangzhou encountered a variety of difficulties in the implementation of the college matriculation policy for migrant children, such as different college entrance examination qualifications. It is difficult to identify the strength of local population and foreign population and the bearing capacity of city limits.The problem about college matriculation policy for migrant children of China, is not a simple education problem at all, and it also involves the reform of the household registration system, the distribution of education resources, the adjustment of college entrance examination system etc. Solving the problem of college matriculation for migrant children is a systematic project, which needs the country to do the top-level design from the education fair value. The government should push forward the reform steadily on the three levels:micro, meso and macro. On the micro level, the most urgent is to let the big cities open the college matriculation policy for migrant children, which needs central and local government to cooperate to design college matriculation policy for migrant children, needs to set scientific access to college matriculation policy for migrant children, needs to establish a national electronic student status management system; on the meso level, government needs to reform the unreasonable systems of college entrance examination, including scientifically distributing enrolling targets, reestablishing new exam mode; on the macro level, if there is no justice of social environment, it is difficult to guarantee the solution to the problems about college matriculation policy for migrant children. The balanced allocation of education resources, the reform about the household registration system and the improvement of the higher education legislation can effectively give the educational equality powerful support. This paper hopes to start from the education equal ideal, puts forward some suggestions for Educational Equality Movement of the children of migrant workers. We also believe that with "stepping stone have printing, iron in evidence" power, our country will eliminate the lack of justice in three areas(the opportunity, the right, the rule), to defend fair rights, to safeguard fair opportunity, to adhere to fair rules.
