As the family trend of migrant workers, the number of migrant children has increasing quickly. Migrant children can’t enjoy the same treatment as urban children in education, which makes public concerned. Since2003, the state education polwOicies have promulgated to ease the free compulsory education of migrant children step by step. That they have no way to take the college entrance examination and accept high school education in the inflow city becomes the bottleneck of equitable education.The requirement that to enroll in the college entrance examination based on residence registration system formed in China long-term historical conditions. It has been unable to adapt to the education need trends of increasingly large number of migrant children. The residence registration system is the fundamental reason, which limits the college entrance examination reform. The residence registration involves extensive and its reform is difficult to make a result rapidly, however, the off-site college entrance examination is in need of reform. Therefore, the author attempts to weaken the effect on college entrance examination made by residence registration system, advocates to establish a national student status card to replace the role of residence registration in college entrance examination. In addition, the core issue of the plight of off-site college entrance examination involves the continuity of student status, education cost-sharing, allocation of college enrollment quota.The paper sorts out the research about the education situation of migrant children, the current policy processes of the off-site college entrance examination, the actual education situation of migrant children and the reality basis to solve the problem, by use of the related academic literature, official data and reality interviews. It finds out the core issues in the plight of the off-site college entrance examination, analyses the structure, mode and level of the institutional barriers in off-site college entrance examination based on the institutional barriers theory, and makes feasible recommendations for the level operation of the reform. Take it for granted, reform is a long process, can’t be finished overnight, needs to change step-by-step. It makes institutional design to break the institutional barriers in phases.It is divided into five parts:The first chapter is about the source of the topic which involves background and meaning, the definition on migrant children, the off-site college entrance examination and institutional barriers, the correlative reviews of literature. The second chapter introduces the policy process of the off-site college entrance examination, two interview examples, the reality basis to solve the problem, and gets the core issues of the plight in off-site college entrance examination. The third chapter analyzes the institutional barriers structure, mode and level of the off-site college entrance examination based on the institutional barriers theory, describes the reform path from both horizontally and vertically. The fourth chapter gives advice to solve the core issues of the institutional plight, makes institutional design to break the off-site college entrance examination for migrant children in phase. The last chapter makes a conclusion based on the previous analysis.
