Article33of the Constitution provides: citizens of the People’s Republic of China areequal before the law," forty-sixth stipulates:"citizens of the people’s Republic of China havethe right and obligation to education". Our Constitution gives every citizen equal right toeducation. With the development of society, Chinese are in transition period, a lot of problemsincreasingly serious. With the development of society, Chinese are in transition period, a lot ofproblems increasingly serious. In recent years, with a large number of floating population inthe city and migrant workers in different places of work time, solve their children attend theuniversity entrance exam in the work place has become an urgent problem. To solve migrantworkers children attend the university entrance exam in defined problem not only affects thesocial harmony and stability, and it is directly related to the citizen’s equal right to receiveeducation.Entrance policies began to implement in different places in2013. The provinces haveintroduced the university entrance exam specific implementation plans. The idea of this paperis based on the existing academic theories about different college entrance examination policy,in order to study the different college entrance examination policy theory as the basic rock, tothe basic rights of constitution dimension for the new perspective, focusing on the basicresearch and the empirical study of Guangdong Province, the Pan Pearl River Delta city group,and the Guangdong Province "different college entrance examination" policy during theprocess of carrying out the analysis and countermeasure research of positivism. The mainresearch methods are analysis of empirical research and comparison. Through research teamin the Pearl River Delta city group to carry out major surveys and in-depth interviews laneresearch, collected a large number of first-hand raw data.By combining theory with practice, the existing different college entrance examinationpolicy problem is expounded from new dimensions of the basic constitutional rights. Theaccess conditions difficult, high threshold is the biggest problem in Specific measures existingoff-site entrance. Fundamentally, it does not conform to the requirements of basicconstitutional rights. This paper attempts to protect the citizen’s right of education arediscussed in schools of different college entrance examination policy analysis, combined withthe survey data demonstration, and puts forward the countermeasure research.
