Higher education resources are part of public resources,and its distribution is fair or not related to the vital interests of China's tens of thousands of households,related to the social class fair screening and rational flow of the core.The college entrance examination policy has undoubtedly become one of the biggest public issues of Chinese society.Taking Guangdong Province as an example,on the one hand,with the continuous development of urbanization,the floating population is increasing,and the rapid development of the college entrance examination policy is realistic.On the other hand,the college entrance examination policy is inevitably caught into various relationship games Interest differentiation of the complex problems and unable to move.Guangdong province is chosen as a case-study in this thesis,because it is a big province with a large fluid population with huge pressure of entrance exam for migrant students.It is important to improve the policy that studying the problems and difficulties of policy implementation in Guangdong province.The thesis is approaching to analyze the root of difficulties for Guangdong province policy implementation.There are four aspects as following.The first one is the history,background and current situation of the policy for the national college entrance exam in different provinces.The second one is the defect of threshold setting and educational recourses for migrant students in the national college entrance exam.On this basis,it will analyze the essence of the question for migrant students in the national college entrance exam with the configuration rule of educational resources and educational situation in Guangdong Province.The last one is the adverse impact of present educational policy and the conclusion of the deep reason of implementation dilemma.According to the discussion,the paper aims at proposing points system andstepped triage mechanism and etc;provides a number of recommendations for policy improvement of the relationship between the central government and local government,and the government function location in educational administration for migrant students in the national college entrance exam.
