The Analysis On The Shanghai College Entrance Examination In The Other City Policy Network

The problem of taking the college entrance examination by migrant workers’ children has become one of the hot issues against the background of population mobility and the diversification of educational stakeholders. In the end of the year 2012, the Shanghai Government announced the policy which about the work plan to takethe entrance examination in Shanghai by migrant workers’ children after finishing the compulsory education. In the process of making the plan, it involved a lot of the actors, such as government sectors, scholars and local colleges. The interaction among the actors promoted the publishing and reformation of the policy of the college entrance examination in other city.This thesis is focused on the progress of the college entrance examination in other city policy, trying to clarify the complex actors by using the typology of policy network which designed by Rhodes and Marsh. And this thesis also tried to analysis the policy network relation which taken shape by the interaction among the policy network actors.What’s more, the thesis discussed the complex confrontation and ally relation among the network actors from the perspective of network actors, policy environment and action strategies, in order to make further analysis on the relationship between these interactive relationship and the result of the policy. And based on this, the thesis raised the policy proposal to the problem of taking the college entrance examination by migrant workers’ children.After analysis, this thesis had following findings: First, the process of the college entrance examination in other city policy is also the interactive process among the policy network actors.Second, the interaction among the policy network actors influenced the result of the policy. Third, the college entrance examination in other city policy network is a dynamic structure.Fourth, the typology of policy network also has shortcomings.Nowadays, the formulation of public policies is facing the problems of the diversification of stakeholders and more interest confliction. This thesis investigated the interactive relationship and influence among the diverse actors by using the typology of policy network. And this thesis also investigated the applicability of policy network in China. What’s more, this thesis is a reference to the reformation of public policy making and the way to solve the social problem against the background of the social pluralism.
