With the deepening reform and open and the accelerating urbanization in China, more and more migrant workers rush into the city for work to make a living. Along with the tendency of individual migration, the groups has gradually transformed from individual migration into family migration. Migrant workers bring a series of problems to the city as they become a part of the city.The phenomenon that the gap between urban and rural areas affects the education of migrant workers' children in urban areas has caused widespread concern of the government, society, academics and the media. In recent years, with the active efforts of the government and society, the State and other relevant departments have issued a series of policy documents to solve the existing education problems in the current society effectively, especially education problems related to migrant workers' children in inflow areas. Only give priority to the education problems of migrant workers' children in inflow areas, can their educational rights be guaranteed, and can the migrant children receive compulsory education. Although these policies have ruled and guaranteed that the migrant workers' children could receive compulsory education, it did not link up with High school entrance examination and college entrance examination effectively. Workers are required to improve their ability with the social development, and they are plagued by the education problem of their children. So a considerable part of migrant workers hope their children can accept higher levels of education after graduating from junior high school in the inflow cities. Thus, the new difficult problem that need to solve is how to meet the huge education needs of migrant children after compulsory education in the future.Some relevant survey data shows that by the 2010, children living with the rural migrant workers in cities have reached 11.6717 million during the compulsory education. Among them, the number of migrant children in primary school is about 8.64 million, and the number of migrant children in junior high school is about 3.02 million. According to these data, we can reckon that, in the near future, the education problem of migrant workers' children after junior high school will become more and more serious. In the early 2012, the Ministry of Education released the main education points and deployed educational arrangements during the compulsory education. In the report- promote the resolution of hot and difficult education problem people concerned, the educational measures of migrant workers'children have been clearly put forward, namely, they can participate in entrance examination in local areas after compulsory education. That is, the educational problems of migrant workers' children after compulsory education have aroused concern once again.This paper focuses on the high school entrance examination policies of migrant workers' children in non-local places. First, I analyze the formulation and development of the examination policies of migrant workers' children throughout the country. Second, I collate the implement of the latest high school entrance examination policies in non-local places, including the current national educational polices and the response and implement of different provinces and cities to the national policy, among which I find the effectiveness and problems in implementing the current policies. Finally, under the guidance of the current education policy and the analysis policy, combining the empirical analysis, historical analysis, and comparative analysis, keeping in close touch with reality, I further explore the experience and deficiency when implementing the high school entrance examination policies in non-local places through data integration, and then I put forward corresponding countermeasures and suggestions to improve examination policy of migrant workers' children in non-local places. It provides possibility for implementing this policy in the country and basic reference for introducing a unified and final entrance policy for the floating population by the government. By this way, we can first guarantee migrant workers' children can receive education in high school based on the policy, and then we can solve the education problems of migrant workers' children to study in a high school radically.
