In the knowledge economy era, the amount of talent resources of a city determines whether the city could obtain the competitive edges regarding the development in economy, politics, society, culture and other aspects. If talent resources can not be effectively gathered and efficiently allocated, a city might not be able to grasp the opportunity of urban development and is likely to lose the momentum to move onwards. The loss of talent resources has become a major concern in many cities. We can even say that every single city is under the pressure of lacking the quantity and quality of talent resources. It’s been a major target for many cities to strengthen the attraction, utilization and development of talent resources.A city aiming to make huge strides needs to solve the key problem of obtaining sufficient talent resources. While the gathering of talent resources is, to a large extend, dependent on the environment for talents. The theme of this thesis is taking city of Shenzhen as an example, on the basis of first-hand survey, to thoroughly study the characteristics and needs of talent resources, to check the environments of the city from the angle of talents, to carry out an empirical analysis and to make suggestions on optimization of public policy support and creation of favorable talent environment. The thesis starts from Introduction, identifying the problems to deal with, elaborating significance of the theme, reviewing existing research and identifying research methods and framework. Then there come four chapters:Chapter I is definition of terms including the talent, the environment and public policies; Chapter II is the interaction between talents and environment, focusing on the dynamic interaction of these two factors; Chapter III is the empirical analysis of talent environment in the city of Shenzhen, making concrete analysis and comprehensive evaluation of the talent environment of Shenzhen on the basis of extensive first-hand questionnaire survey and analysis of the existing talent policies in Shenzhen; Chapter IV is the suggestions to create a favorable talent environment with public policy support, in the4aspects of identification, development, utilization and retaining, together with the empirical data, making a number of practical, workable public policy recommendations.This thesis applies a manner of "demonstrating with facts, convincing with numerical data". It took a huge amount of time to obtain first-hand data. Pointing at the inadequacies of talent environment in a city, recommendations are raised on the promotion of urban development and optimization of talent ecology with constructive public policy support programs, which are of certain practical significance.
