Human resource plays an increasingly important role in the economic and social development. Human resource management has become an important part of modern management. Many developed countries have introduced the concept and method of human resource management in public sector management.From the connotation of public sector human resource management, the paper analyzes the main problems of human resource management in the tax department in Kunming city. The main problems are: management model is not scientific, the flow of personnel is not smooth, the training system is not perfect, the evaluation mechanism is not perfect, the lack of adequate incentives, and the reasons for the above analysis. Finally, based on the experience and achievements of the human resource management in other areas, the countermeasures are put forward to improve the human resource management of Kunming Municipal Bureau of human resources management, to update the concept of human resource management, to make the human resource planning, to explore the human resource outsourcing model, to establish the information system, to establish a new system of human resource management.
