| In March 2018,the Third Plenary Session of the 19 th CPC Central Committee examined and approved the Decision of the CPC Central Committee on Deepening the Reform of Party and State Institutions and the Plan for Deepening the Reform of Party and State Institutions,which reformed the state and local tax collection and administration system and merged provincial and sub-provincial tax agencies.On July 20,2018,the work of merging state and local taxes at the four levels of provinces,cities,counties and townships was completed.After24 years of tax sharing reform,the national and local taxes were remerged into the new tax bureaus.Along with the advancement of system reform of tax collection and management and human resource management in the new tax system plays a more and more important role,the tax system in our country civil servants number one over ten of the number of civil servants around the country,of which more than 70% work in the tax system at the grassroots level is the implementation of the tax policy,tax task,push forward the key factor of tax,so you must correct understanding to the human resources management in the tax system especially the important role of grass-roots tax system,adhere to the people-oriented,vigorously promote the tax system of human resources development,management,use,and constantly optimized,borrow the land tax merger,Only by realizing the transformation from traditional personnel management to modern human resources management can we better complete various tax work and make greater and more positive contributions to the development of the national economy.This study combined with practical work experience,in S city tax office,for example,first of all,from the personnel allocation,education,training,performance appraisal,three aspects analyzes the S municipal taxation bureau of human resources management present situation,discovered that the tax exists work enthusiasm is not high,general quality of education and training,performance appraisal problems such as the effect not beautiful,to S city tax official human resources management work put forward the big challenge.Then combined with the actual investigation,cadres interview and other methods,the analysis of the current S city tax bureau’s human resources management problems are caused by the personnel allocation mechanism is not reasonable,the education and training mechanism is not perfect,the performance appraisal mechanism is not perfect and other reasons.Finally,based on the results of empirical analysis and the advanced experience of human resource management of tax system at home and abroad,this study puts forward an optimization plan of human resource management for the tax bureau of S City from the aspects of objectives,principles and measures. |
