Public institutions are an important carrier for government agencies to provide public welfare services to the society and play an important role in the field of people’s livelihood.The institutional reform makes the function allocation of government institutions more optimized and lays a good environmental foundation for the scientific management and efficient service of human resources in public institutions.It is not only a long-term strategic task,but also a major practical subject to thoroughly implement the guiding spirit of the Party’s Twenty National Congress on the work of talents,constantly optimize the management of human resources in public institutions and effectively stimulate the vitality of talents.The Human Resources and Social Security Bureau of L District of Dalian has made some achievements in the human resources management of public institutions,but there are still some practical problems hindering the high-quality development of public institutions in this region.Studying how to do a good job in human resource management in local institutions can improve the service efficiency of talents and promote the sustainable development of human resources in institutions.Based on human capital theory,two-factor theory and talent team construction theory,this thesis studies the overall management of human resources of public institutions in L District by combining theory with practice.Using statistical analysis method and interview method,comprehensively understand the current situation of human resources management of public institutions by L District Human Resources and Social Security Bureau.Through statistical data and analysis of interview results,it is clear that the human resources and Social Security Bureau of L District has existing problems in human resources management of public institutions,which are mainly reflected in four aspects: unreasonable human resources structure,inappropriate allocation of human resources,lack of systematic human resources management and staff burnout.Analyze the reasons behind the problems,draw on relevant domestic useful experience to learn effective means,explore how to optimize the current situation and solve problems,From the perspectives of accelerating the construction of human resources management strategy,improving the rationality of human resources allocation,perfecting the talent evaluation and incentive mechanism,and perfecting the talent training and education system,this thesis puts forward the countermeasures to optimize the human resources management of public institutions by the human resources and social Security Bureau of L District.In order to provide a direction for L District Human Resources and Social Security Bureau to carry out the human resources planning and management of local institutions,and at the same time provide a reference for the human resources management department of the same level of regional institutions to carry out practical work,play the role of demonstration and guidance,radiation and driving,improve the human resources management level of institutions,and help institutions to develop vigorously.
