Since ancient times,the Yellow River Basin has exerted great influence on China’s economic and cultural development.It is an important ecological barrier and economic zone in China,and an important region to win the battle against poverty.It plays a very important role in China’s economic and social development and ecological security.Therefore,the country attaches great importance to the management of the Yellow River basin.At a symposium on Ecological protection and High-quality Development in the Yellow River Basin in 2019,General Secretary Xi Jinping pointed out that protecting the Yellow River is an important strategy for realizing the great rejuvenation and sustainable development of the Chinese nation.At present,China is in a new period of socialist development,and the domestic and international environments are complicated.In order to meet the needs of the development of The Times,it is necessary to build a high-level cadre team in grass-roots units and give full play to the role of grass-roots departments.In the current era of increasingly fierce market competition,human resource management can directly decide the level of development of units or departments,and the Yellow River Bureau at the grass-roots level is also the "last kilometer" of the implementation of the national strategy of ecological protection and high-quality development of the Yellow River Basin.Therefore,the importance of human resource management of grass-roots Yellow River Bureau gradually highlights.Scientific and effective human resource management can fully mobilize the enthusiasm of grass-roots staff,so as to contribute more value to the work of grass-roots Yellow River Bureau.grass-roots Yellow River Bureau is China’s administrative system set a minimum level of regime organization form,compared with other administrative agencies,the Yellow River at the grass-roots level work more complex,the protection of the Yellow River are the most important,it can directly with the Huang Renmin docking masses,become a bridge between the ties with the masses and the state administrative organs.Human resource management belongs to the scope of modern management and is a new field of research in China in recent years.The core of human resource management is to study the staff as a decisive factor affecting the development of the organization,so as to promote the continuous progress of the organization.This paper takes Yellow River Bureau of Q County as an example,based on Maslow’s hierarchy of Needs theory,Katz’s organizational life theory,interpersonal relationship theory,etc.,investigates the staff,summarizes the problems existing in human resources management of Yellow River Bureau at grass-roots level,and the specific problems mainly include.Aging personnel structure,lack of cultural construction,backward management level,disconnection between training and organizational development,disconnection between performance assessment and development goals.In view of the existing problems,this paper puts forward suggestions such as adjusting personnel structure,strengthening cultural construction of units,improving human resource management system and optimizing human resource training mode.
