On The Reform Of Our Public Health System

With China's entry into the WTO,the international integration and the sudden crisis of SARS, public sanitation attract unprecedented attention from the whole society.The construction of public sanitation system that is responsible for guaranteeing people's health undoubtedly becomes our task. The national public sanitary law enforcement department is an important form of the nation's management of sanitary affairs and is an important component of the construction of socialist legal system.Over ten years ago,the sanitary and anti-epidemic stations of all level—the main enforcement body of the management system of public sanitation—were no longer conformable to national laws.In recent years,after the change of making the sanitary administration departments the main bodies of law enforcement,the sanitary management organs of all level(as the enforcement body of the national administrative rules) have problems on staff construction,funds guarantee and on the unclear separation between sanitary law enforcement and the compensated technical service etc.Through comparison with the public sanitary systems in westem developed countries such as the U.S.and Germany,it is stated in this paper that the health legislation has gained momentum with the nation's economic structure reform,the change of governmental functions and the rapid building of legal system.The management system of public sanitation under the planned economy does not conform to the requirements of the development of the socialist market economy.It is proposed that the management system of public sanitation needs to be reformed and a public sanitation supervision bureau should be established,which shall be independent from the Ministry of Health.Vertical management shall be applied and its work staff shall be civil servants and the nation shall increase its financial input in public sanitation.The public sanitation shall focus on health promotion and try to keep the public healthy to the utmost extent.The management function of the public sanitation shall be strengthened and the public sanitation management department shall be a comprehensive law enforcement body of authority that features high efficiency,coordinated operation,standardized behavior.This will be a measure of great importance and is an urgent necessity for the development of socialist market economy.
