Competency can be understood as the characteristics of an individual that can distinguish mediocrity from excellence in a specific organization or cultural atmosphere,including skills,knowledge,self-concept,etc.Some of these characteristics can be found directly,while others need to be explored in depth.The competency model can be understood as the competency structure which is required by the excellent performance of the post based on the competency elements of a certain position or role.Since McClelland,an American scholar,first carried out the research on competency in the middle and late last century,the construction of competency model has formed a complete theoretical system and construction method,and has played a role in practice.Based on the continuous in-depth research of foreign scholars on competency,domestic scholars also realize the importance of studying this topic.Taking competency as the core in the selection,training and development of cadres in the medical industry can play a significant role,but it needs to be supported by theory and practice.The medical industry is unique,and the department director is the middle level leader in the system.For the society,this group is related to the healthy development of people’s livelihood,so the requirements for its various qualities are more strict.For the department directors of A hospital,their competency has a direct impact on the medical service level of the hospital.However,the individual level of department directors in A hospital is uneven at present,which has a certain gap with the demand of modern hospitals under the requirements of healthy China.Therefore,this paper attempts to introduce competency into the medical and health industry,explore the competency characteristics of hospital department directors,and provide a certain practical reference for the application of competency in the medical industry.Based on the analysis of Hospital A’s development and strategy,organizational structure,department director’s job responsibilities and key issues,this paper firstly adopts literature research,questionnaire survey and behavioral event interview to study the case,and introduces domestic and foreign scholars’ research status on the theory and practice of competence and model.The competency model of hospital department director is constructed,which contains 14 competency elements from three dimensions of basic competency,professional competency and management competency.Meanwhile,the analytic hierarchy process(AHP)is used to assign weight to each competency element.In particular,the classification analysis of each competency index is carried out to determine the evaluation standard of index classification,which is more convenient to use the competency model to evaluate the department director.Finally,combined with the model,the business process and efficiency of personnel selection,performance evaluation,training and development,salary system,career planning and other work are improved,so as to better apply the research results,so as to improve the management level of A hospital at the department director level,and provide reference experience for other similar hospitals.Introducing the competency theory into the research of the department director of Hospital A,the goal is to run the competency through the whole process of the department director management of hospital A,optimize the links involved in the process,improve the efficiency of the department director management system of hospital A,and make it more scientific and systematic,so as to successfully achieve the strategic objectives of Hospital A and enhance the core competitiveness of the organization.Provide talent guarantee for the strategic development of A hospital.
