At affiliation WTO empress, the reformation of the organization of state-owned public medical treatment service has to suffer to focus attention. This not only come from the organization of state-owned and public medical treatment service in our country medical treatment service development that the important function of the system inside, but also comes from the public organization of slate-owned medical treatment to contribution our country resident health businesses. After entering into WTO, according to the " citizen's treatment" principle, our country has to give the medical treatment service abroad the market treatment as our medical service, which makes the state-owned organization of public medical service suffered the unprecedented challenge. For the sake of positive reply this kind of challenge, the ability of core competition of the state-owned public medical service organization. To the organization of public medical treatment service, core competition ability consists in the stuff of the organization. Therefore, establishing to validly encourage and stipulation mechanism, will validate to increase the core competition ability of the organization of public medical treatment service.This thesis, based on the comprehensive analysis of relevant theories of stimulation and under the guidance of the analysis, conducts a statistical survey with regards to the factors of organizations, individuals, and seduction by combining the qualitative analysis and quantity analysis of the characters and efficiency of the public medical service, the personal relationship and the personnel satisfaction. Through this study, this thesis is to work out of the stimulating mechanism and the existing problem as a result of which two plans of stimulating are brought out with different focus. Base on the indication systems of the stimulating mechanism worked out by the organizational requirements, this thesis employs the systematic overall evaluation to select the optimal plan.
