Application And Exploration Of PPP Investment And Financing Model In The Medical Service Industry

The financing mode of Public-Private-Partnership,also known as PPP Mode,was introduced into China in 1990s,that was originated in the UK,and has been widely developed in many areas.In China,development fund of health care industry mainly relies on finance appropriation from government,which is facing serious problems such as downward economic,slow-growing fiscal revenue and increasing government debts nowadays.The PPP Mode can relieve fiscal pressure of governments,broaden the investment channel of social capitals,and also greatly improve the efficiency of health care industry which could accelerate the progress of our health care system improvement.This article firstly defines the concept of the PPP Mode,and secondly summarizes applications of PPP Mode in oversea health care industry.Meanwhile in order to applicate PPP Mode to China's health care industry,this article summarizes an operation process of PPP Mode.Establish the project operation performance evaluation index and allocate the risk of hospital project.Last but not least,this article elaborates the practical process via PN Hospital Relocation Project,and proposes improvements that the PPP Mode is been promoted and implemented in health care industry to increase the efforts and success rates of further projects,for following implementing agencies reference.
