The Study On Status And Effect Of MCH Investment Within Public Finance System Of China

With the development of economic and society,maternal and child health(MCH) is now attached importance on in the worldwide.Our government has paid attention to MCH since the foundation of our country,as a result,the indicators measuring MCH have been improved sharply and great achievement has gained in our country.However,the development of MCH entered a terrace since 1990s.Compared with other countries with rapid MCH development,our country fell behind in MCH.The achievement gained by other countries in recent years showed that MCH in our country still has a potential improving space.So it's necessary to carry out related research on MCH,adopt effect measures and promote the development of MCH.Public finance for MCH is an important factor affecting the development of MCH,because the input scale and structure of public finance could affect the development of MCH directly and indirectly. Consequently,public finance is a good aspect of researching on MCH,from which we could get significative policies.Objectives of the study:(â… ) analyze the status of the expenditure of public finance to MCH in China;(â…¡) research on the effect of MCH public finance expenditure;(â…¢) review the public finance policies in chosen countries abroad;(â…£) propose relative recommendations.Methodologies:(â… ) research on the MCH public finance scale and structure by using finance indicators;(â…¡) research on the effect of public finance expenditure to MCH by studding the relationship between the expenditure and maternal mortality rate(MMR) a; (â…¢) review the public finance policies in chosen countries abroad through retrieving relative literatures.Conclusions:(â… ) the expenditure of public finance to MCH has kept increasing rapidly in recent 10 years,especially after the year of 2003,the expenditure to MCH characterized an essential increase;(â…¡) the expenditure to MCH is still relatively insufficient, especially in the rate of expenditure of MCH accounting for the expenditure to health and limited expenditure in local government because of the limited public finance;(â…¢) there exists unfairness in expenditure to MCH,for instance,the expenditure to provinces in middle of China with low economic development is insufficient and the expenditure to basic MCH institutes is also insufficient;(â…£) the relationship between MCH expenditure and MMR shows the MCH expenditure promoted the decline of MMR in nationwide in the past 10years;the marginal economic benefit didn't decline in the last 10 years, controversially,the indicator in west provinces expanded;the elastic coefficient between MCH expenditure and MMR shows there exist disequilibrium between different provinces;(â…¤) the experience of abroad countries show us that the public finance should function by providing public service,achieving reallocation and play the lead role in the financing of MCH.The research propose four main recommendations:(â… ) to persist the lead role of public finance in the financing of MCH and extend the financing resources in order to establish the steady increasing system for MCH;(â…¡) to adjust and optimize the structure of expenditure to MCH,improve the benefit of public finance expenditure;(â…¢) to establish the input system following the reform of public finance;(â…£) to constitute the reasonable and perfect planning for MCH,in order to provide foundation to the budget of MCH, meanwhile,lay out the relative rules and policies to make sure the activities could be carried out following the planning.
