Zhongshan Branch of Jiangxi Supervision was established in 2000, is a small and medium sized engineering consulting firm, whose main business is construction project bidding and project supervision. As the rapid development of the industrialization and urbanization in China, China's engineering consulting industry will experience development opportunities on the one hand; on the other hand the market competition becomes increasingly fierce as the market environment becoming more and more uncertainty. How to seize the opportunity, bring to play the strengths, recognize the weakness, avoid the risks, develop feasible development strategies and implement them as soon as possible has become the survival and development of pressing issues for the Zhongshan Branch of Jiangxi Supervision.Based on the integrated use of management science, marketing, economics and statistics basic theory, according to the strategic management of research methods, this paper analyzes carefully external market environment of the Zhongshan Branch of Jiangxi Supervision aspects from economic growth, fixed assets investment, and priority policy of the services development of in Zhongshan City, as well as investigates internal situation from the organizational structure, human resource situation, corporate culture, core competencies and competitiveness. Then it makes a clear that the company has no advantage in seizing external opportunity of avoiding external threats and risks, but holds a relatively strong completive position in terms of the overall internal situation, which is mainly reflected in the strong management team and social networking resources. On this basis, we present strategic vision, mission and development direction, as well as enterprise development strategies of the Zhongshan Branch of Jiangxi Supervision, which adapting to developing specialized small and medium sized engineering consulting firm and the needs of the market competition. Therefore, the development strategy for the Zhongshan Branch of Jiangxi Supervision should be to do feature areas by relying on the professional supervision. In accordance with the strategy ,it should be segmented three-stage development---"335 ladder-style"---that is strategic transformation phases form 2009 to 2012 year, rapid development phases form 2013 to 2016, and sustained growth phases form 2017 to 2022 in order to achieve the overall strategic objectives. What's more, in order to achieve strategic goals, the Zhongshan Branch of Jiangxi Supervision also needs to strive to optimize the human resources management, value the brand construction, promote the enterprise culture, and introduce the risk assessment and prevention mechanisms. Only these safeguards been implemented, the company can maintain the sustained steady and rapid development.The purpose of this paper is to research and discuss the Jiangxi Zhongshan branch enterprise development strategies based on strategic management theory, which will give certain significance for the small and medium sized engineering consulting firms in the formulation of enterprise development strategy.
