Along with the progressive formation of national highway network, the standards of supervision profession, the scale and quantities of supervision enterprise have gained significant improvement. With the diversification of the investment and management pattern and the gradual increase and expansion of supervision staff requirement and responsibilities, the supervision enterprises face both great opportunities and big challenges. Chongqing Transport Engineering Supervision Consulting Firm has developed itself for nearly 20 years. As a specialized highway construction supervision company, the firm has participated and witnessed first hand the magnificent Chongqing highway development growing out of nothing. In the new market environment and economic conditions, the enterprises are facing the enormous challenges due to more competitiveness of supervision profession in the marketplace, the gradually reduced development projects of the local market and more diversified construction investment pattern. Therefore, it appears more and more important as well as urgent to discuss the developmental strategy of Chongqing Transport Engineering Supervision Consulting Firm.First of all, this paper applies SWOT methodology and enterprise value chain analysis to conduct detailed evaluation of the current conditions of Chongqing Transport Engineering Supervision Consulting Firm. It believes that the enterprise has gained some advantages because of its longer history in the supervision profession, more standardized management and stronger supervision ability, as well as the local achievement, influence and superior profession status. In the meantime, the future market prospect still looks attractive in both national and local transport development under the new economic conditions. But the enterprise has also shown some disadvantages such as weak marketing effort and higher cost of management and project execution than those of competitors. Based on the analysis, it applies the SWOT frame to combine and choose the enterprise's developmental strategies and believes that the enterprise should employ an expanding strategy. In the end, the paper proposes some related strategic actions to take. It concludes that the enterprise should make great outside marketing effort in the transport construction supervision market in addition to continuing the supervision projects in Chongqing local market by taking fully advantage of available local resources. In the mean while, through the value chain analysis, the enterprise has to make internal management and operational adjustment, adopts cost first strategy to gain advantages in more and more competitive marketplace with lower supervision tariff and higher personnel cost and thus enhance the competitiveness of the enterprise over the competitors. The enterprise should also take advantage of the great opportunities in consideration of increasing transportation construction in rural areas of the nation and transportation construction realignment of local area. It should take into full consideration of the enterprise value innovation and try diligently to obtain the consultation and management contracts of transportation construction in the rural area as well as the construction management consultation contracts under the new alignment model in order to support the continuous growth of the enterprise.
