Government performance evaluation is a subject at the forefront of research in modern public management. It is also an important breakthrough in current process of deepening administrative management reform, accelerating government functions transformation, and promoting social management innovation in China. As one of the important reform measures of China Customs, anti-smuggling performance evaluation is of great significance in improving the efficiency of fighting against smuggling and promoting the scientific development of Customs administration. In this thesis, the author reviewed the fundemental theories of government performance evaluation at home and abroad, and overviewed the history and status quo of China Customs anti-smuggling work. Based on the empirical analysis of Xiamen Customs anti-smuggling performance evaluation in 2012, the author analyzed five problems existing in Customs anti-smuggling performance evaluation, including the imcompleteness of value rationality, the simplex evaluation subject, the relatively closed-system design, the imperfection of performance communication and the uncomprehensive index system. Combining the known theories, the author finally put forward several suggestions for improving the anti-smuggling performance evaluation so as to open avenues for further development in this regard.
