21st century is the era of knowledge-based economy, human capital has been more than physical capital and natural capital, and human capital has been the important capital of the organization at stimulating competition in the market. Power industry needs excellent human resources as important basis for people's livelihood and knowledge and technology-intensive industries. As market competition continuing to intensify and the power of physical deepening reform, the reform wave in a competitive electricity supply company, Dongying Power Supply Company necessarily aware the business strategy from a high level of the importance of building human resources. How to design a scientific and effective human resource planning has become Department of Human Resources Management of Dongying Power Supply Company requiring urgent saluting issues.As the responsible person of Dongying Power supply Company's Human Resources Department, the author of this article studied the human resources planning of (2009-2013) of Dongying power Supply Company from his own work, based on the theory and practice innovation in the study. This paper using the combination of method and connecting with the corporate power development plan, analyzed the power company's human resources management status and future development of human resources needs and the provision of human resources activities to meet this demand. The study is in favor of the implementation of "talent thriving enterprise" strategy, designing to adjust the existing human resource policy to guide planning period of human resources management, improving the effectiveness and forward-looking of human resource management. This paper can provide intellectual support and human protection for the development of company to achieve enterprises and employees common development.
