With the globalization of the world economy in the 21st century, the new era of global competition and the knowledge economy, the development of the enterprises depend more on the human resources, while the competition among enterprises is ultimately a competition of talents. It becomes a new course for enterprises to study and a new challenge to promote the sustainable and healthy development and growth through implementing strategic human resource planning and human resources management, especially for financial institutes. The financial market changes rapidly, it is more important for a bank to make strategic human resources planning for meeting the overall strategic target and long-term development.MB Bank is a wholly foreign-owned bank, although its parent bank has been founded over 50 years, and already entered into Chinese market since the 1990s, providing the related financial services as overseas branches, the bank is still at the start-up period since it was converted to WOFE bank and officially opened in 2010. It has been running well by now, and plans to open branches and sub-branches up to 15 in three years, while there are still something need to be improved and enhanced, such as the overall business scales, systematical management and risk control. In additions, with the approaching of interest marketization, the risk control is more and more difficulty, the competition of financial institutes is more and more fierce, the regulatory is more and more serious, all of which will take influence to MB bank’s operations and management, and also will bring the bank new challenge. It is a significant issue for MB bank to consider how to foothold in Chinese market, and how to improve the market share, enhance the competitiveness and reputation, releasing its long-term strategic target of Sustainable Development in compliance. The core of all is the "People" and "Management of People", because the people and the talents are the base of bank, the resource of the service,In this thesis, MB bank is the objective of research. Firstly, the thesis elaborates theories and methods of modern human resource management, such as the principles and steps of setting human resource planning, etc. Followed by this, comprehensively analyzed the status of MB bank’s business and management, including the internal and external factors affecting the bank’s development, management and business development strategic planning. Also, analyzes the overall conditions of human resources, covering employees’age structure, education background, financial industry experience, SWOT analysis of human resource management. Then, conduct the supply and demand forecast of human resources, the balancing supply and demand analysis. Based on this, manage to develop and improve a more suitable human resources planning matches to MB bank’s development period and overall development strategy. In addition, propose the implementation of programs as well as the measures to be taken from several aspects, i.e. the recruitment of talents, training and development, compensation management, performance appraisal management, culture building, and etc, so as to push the effective management of human resources, and ensure the realization of its strategic target ultimately. Finally, considering that all planning should be verified in practice and improved according to the actual situation, ensuring the scientific implementation with validity, so the paper also proposes the evaluation objectives and suggestions of human resources planning, to make it adjusted and improved accordingly.In this paper, it aims to promote the effective implementation of strategic and systematic human resources management which matches to the market positioning, existing situation and three-years’development planning of MB bank by introducing the modern human resources management, to improve the role of human resource management in promoting the bank’s core competitiveness, and then to promote its local operations, a qualitative leap in the business scale, institution-building as well as long-term development of the bank.
