We find that the talent bottlenecks of Heilongjiang reclamation area have become increasinglyprominent and personnel structure is irrational by investigating and analyzing human resources the situationof human resources in Heilongjiang Reclamation. Natural conditions and industrial structure adjustmenthave resulted in more serious brain drain. This requires forecasting and analyzing the talent supply anddemand situation in Heilongjiang Reclamation, make a deal with the personnel bottlenecks of Reclamation,so as to provide guidance for human resources strategic planning of Heilongjiang reclamation area. In thispaper, the bottleneck of talent in Heilongjiang Reclamation Area is analyzed by using the theory of humanresources strategy. Under the background of “do the best in industry battle, enter the top500of the word”,the development situation of talent resource in Reclamation Area is analyzed, the primary elements whichinfluence the bottleneck and the main issues of bottleneck which the agriculture areas will face are alsodiscussed in this paper. Comprehensive empirical prediction method, Prediction method of qualitativedescription method, Gray theory model, Binary linear regression model and Quantitative predictionmethods of combination forecasting model are applied in the prediction of the total number, structure,quality of talent of Heilongjiang Reclamation Area in the future9years and analyzing of the gap betweensupply and demand. According to the conclusion of prediction, a reasonable planning is made for thedynamic adjusting strategy of talent in Heilongjiang Reclamation Area, so that personnel reservemechanism will be established and the corresponding countermeasures and suggestions will be proposed.
