Market-oriented Mode Of Production Safety Services Research

Along with the development of socialist market economy, the public demands for production safety services (here-in-after referred to as"PSS") are increasing with diversified trends. In the meantime of economic blossom in China, there exist conflicts between growing civil demands for PSS and, shortage and low efficiency thereof. The Government has shifted part of its services on production safety to the market.The effective marketization of PSS is an appropriate means and approach through which the safety management department can provide services on production safety in efficiency for enterprises.This thesis illustrates the methods and protective strategy for market-oriented PSS through analysis on domestic and overseas patterns for PSS as well as the current situation of the said services in China. The detailed information is presented as follows:It is a must for the marketization of PSS that, on the basis of policy-making on the production safety, the Government authorities should utilize market mechanisms and enable social organizations and enterprises to participate in the supply of PSS.The primary conditions for the realization of market-oriented PSS should include the following: strengthening the role of Government as service provider; the Government's role shifting from administrator to service provider; implementing the reforms on administrative system; stimulating the construction of e-government; and enhancing information publicity.The market-oriented PSS, as a necessity in achieving harmonious society, will ensure the sound development of Chinese economy and thus has bright prospects.
