Research On Service Food Safety Supervision In Kunming City

Food safety supervision is an important function of people's livelihood implemented by the government.Kunming People's Government has experienced the dominant administrative control,accompanied primary control and control combination on food safety supervision.After entering into the super-ministry system revolution,the government moves towards a service-oriented management road gradually.The government starts valuing services and improving service proportion in supervision constantly.The service-oriented supervision gradually becomes the governmental and social consensus.The idea that the service is a kind of supervision is also identified gradually.Beginning with four principles of pursuing for the public interest in the new public servi ce theory,valuing citizen rights than entrepreneurship,service instead of steering,and valuing persons instead of productivity,the author firstly discusses the necessity and importance of implementing the service-oriented supervision on food safety,as well as typicality and reference of safety supervision and an idea that service-oriented food safety supervision is the only road and also is the important approach to solve food safety problems.This has the important significance on safeguarding food safety and promoting food enterprise development.Service-oriented food safety supervision also has some problems,due to short implementation time and impacted by traditional administrative supervision.Based on Kunming,it has the main problems:the idea of "service administration" should be reinforced.Enterprises' requirements for service supervision can't be satisfied fully.The malpractice of service-oriented food safety supervision should be solved.The service-oriented food safety supervision has non-identity food information in departments,enterprises and consumers,and insufficient development of third-party supervision power in service-oriented safety supervision.After analyzing reasons for problems in Kunming's service-oriented food safety supervision deeply,with the orientation of problems,the author comes up with the five countermeasures on improving food safety supervision in Kunming,namely to reinforce service consciousness,abandon official standard idea,set up the service management value orientation of people first,integrate with supervision resources,reinforce meshing supervision,establish the sound food safety credit system and the perfect food safety information network system.
